2022年是极为关键的一年，中国共产党第二十次全国代表大会胜利召开，全面开启了中国式现代化的新征程，也为科技创新工作指明了前进方向、提供了根本遵循。过去一年，我们踔厉奋发，笃行不怠，紧抓历史机遇，深入实施创新驱动发展战略，积极深化科技体制改革，扎实推进粤港澳大湾区国际科技创新中心和更高水平科技创新强省建设，着力构建“基础研究+技术攻关+成果转化+科技金融+人才支撑”全过程创新生态链，在实现高水平科技自立自强道路上迈出了坚实的广东步伐。2022年，广东区域创新能力连续6年排名全国第一，研发经费支出、研发人员、高新技术企业、发明专利有效量、PCT国际专利申请量均保持全国首位，“创新环境”指标位居全国第一，全省科技企业孵化器超千家，高新技术企业超6万家。广东开放创新的生态不断优化，显示出强劲的发展动力，这些卓越成绩的背后凝聚了广大外国专家、朋友们真诚合作、辛勤劳动的心血和智慧。广东的发展，无论过去、现在还是将来，都离不开你们的支持和帮助。
展望2023年，我们奋楫扬帆。广东将坚持以建设更高水平的科技创新强省为总目标，积极推进粤港澳大湾区国际科技创新中心和高水平人才高地建设，以更加开放包容的姿态、积极有效的措施广聚天下英才，着力营造“近悦远来、拴心留人”的人才发展环境。诚挚地希望外国专家、朋友们一如既往地关心、支持和参与广东改革发展，为科技创新建言献策，与我们一同谱写广东新篇章，携手共创美好明天！

New Year’s Greetings to Foreign Experts
Dear Foreign Experts and Friends,
The days are swiftly gliding by and the season of renewal is coming. On the occasion of the upcoming new year of 2023, the Department of Science and Technology of Guangdong Province (Administration of Foreign Experts Affairs of Guangdong Province) would like to extend our sincere greetings and New Year wishes to you and your families!
2022 is a year of great significance. The successful holding of the 20th National Congress of the Communist Party of China (CPC)has embarked on a new journey to build China into a modern socialist country in all respects, as well as provided direction of advancement and fundamental guidance for scientific and technological innovation. Over the past year, we have been forging ahead with fortitude and persistence to seize the historic opportunity. We have further implemented the strategy of innovation-driven development and deepened the reform of the science and technology system, so as to achieve solid progress inthe construction of an international science and technology innovation center in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) and a high-level science and technology innovation province. We have also been focusing on constructing a whole-process ecological chain for innovation composed of “basic research+ technology breakthrough + achievement transformation + technology-based finance+ talent support”. As a result, Guangdong has made solid strides in the course of achieving greater self-reliance and strength in science and technology. In 2022, Guangdong’s regional innovation capacity has ranked top in China for 6 consecutive years. Its R&D expenditure, number of R&D personnel, high-tech enterprises, valid invention patents, and PCT international patent applications have kept the first place across the country. With more than 1,000 science and technology business incubators and over 60,000 high-tech enterprises, Guangdong’s innovation environment indexhas topped the list in China as well. The open and innovative ecology of Guangdong has grown stronger, showing a strong driving force for development. These remarkable achievements would not have been possible without the collaboration, efforts and wisdom of all of you. Your support and help in the past, the present and the future has always been crucial to the development of Guangdong.
Looking forward to 2023, we are ready to set sail. With the overall objective to build a high-level science and technology innovation province, Guangdong will press ahead the construction of an international science and technology innovation center in GBA and a province rich in high-level talents. We will appeal to the best minds from all over the world with a more inclusive and open attitude as well as proactive and effective measures, striving for a talent development ambience that attracts and retains talents with utmost sincerity. We hope that all of you will continue to support and participate in Guangdong’s reform and development. We welcome your advice for scientific and technological innovation. Together we will open a new chapter in Guangdong and create a better future!
